The WHRAP has been allocated a substantial sum of $773,341 in Permanent Local Housing Allocation (PLHA) funding, reflecting the city's dedication to enhancing housing affordability. This program intends to offer 24 months of rental assistance to up to 50 households residing at or below 30% of the Housing and Community Development (HCD) income levels in terms of living and working in Milpitas.

By partnering with FORWARD, Milpitas has ensured that eligible applicants will receive crucial support and guidance throughout the application process.
Qualifications and Guidelines for the WHRAP Program
To qualify for the WHRAP, applicants must be employed, meet the HCD area median income levels by falling at or below 30%, have their housing inspected by the city, and comply with PLHA guidelines. Additionally, eligible households must include at least one adult who either lives and works in Milpitas, lives in Milpitas but works outside the city, or lives outside Milpitas but works within it.
The city council of Milpitas has approved FORWARD as the program administrator, responsible for conducting community outreach, providing application support, and screening applicants for eligibility. FORWARD's online application portal is user-friendly and available in 68 languages, while application support can be accessed through multiple channels, such as phone, text, and email.
As part of the application process, individuals must provide identification, a recent pay stub or proof of income, and documentation demonstrating a pattern of paying rent, such as a current lease agreement or residency records.
